Interconnecting IXPs in multiple locations are bad idea. Hasn't work
anywhere, and won't work here. I believe Bill is actually writing a
paper on how/where/why it fails.

Understanding the intent of your statement, I would rephrase and say 'An
IXP or more should be introduced in each country and multiple transport
providers be available between the them.'

yeah!! nitpicking, but nipping wrong ideas in the bud is necessary.
