[menog] Useful URL for network operators

Please ignore Richard Barnes.

He should really do more homeworks.

a) It seems that he doesn't know Google Translate (that is integrated in 
Chromium v5)

b) He didn't check the links in the Webpage. There is especially one 
that has been developed by the Google Infrastructure Security Team for 
their Network Filtering needs.

c) I have never heard of him.
