Interesting conversation! Like with many things in live "the obvious is not the reality" and for any global initiative there has to be balance between the stakeholders. As much as one country might have funded something or progressed something the question of motive, interest and benefit has to be asked.
The country you refer to is not known for selfless actions – at all - maybe the opposite. The country teaching the rest of the world about democracy is probable one of the least democratic ones.

Think about it and turn the TV off – its manipulated like many other things.

You shouldn't blame a country for trying to make sure it's assuring operations of a technology they funded to invent and help grow more than any other nation.

Especially if that country now sees an opportunity to hand over this responsibility to a transparent international organization

Sezen, perhaps if you read  this public post Is NTIA's Transition Decision the Right Dose of Chemotherapy to Repair Trust in Multistakeholderism?<http://www.circleid.com/posts/20140317_is_ntias_transition_decision_right_doze_of_chemotherapy_to_repair/> It may give you another take and perspective on the NTIA’s intent, challenges facing ICANN, and the  ramifications of all this by someone who has participated in more than 40+ ICANN meetings, Sits on Advisory committees to the ICANN presidents current and past for years, and attended and participated directly in the WSIS 2001 – 2005 and all WGIG and IGFs.

I will add to what Fahd said very well, this is not just about ICANN or US government, it is about local citizens being empowered to step up and champion the Needs and Aspirations  of their own people and communities, while putting their people and communities first and above their own self interest - Not easy, but when they can, they will be undefeatable. And if that means challenging ICANN to do better and more, so be it, this is what Fadi is asking for. Food for thought.

Thank you for explaining your observations, unfortunately I do not have enough resources to make such observations.
But I have internet access to ICANN’s and IANA’s web pages;

-          http://www.iana.org/help/cctld-delegation: The U.S. Department of Commerce, as the Root Zone Administrator, is responsible for verifying that processing procedures have been followed, and authorising any related changes to the DNS root zone and root zone database.

-          http://www.icann.org/en/about/agreements : US government is the contractor.
So no matter how many people from the community worked hard, the final word always belongs the US government. I meant this fact by the term ‘fact’.

But, “all these years” were past and the Community is about to change these. Then, biggest applauses and many thanks go to these folks.

Thank you for your email.

On the term of “Perception”, I used it to mean “observation” ☺.

Nevertheless, removing my ICANN hat (which I have been wearing for almost 6 months now) and wearing my old community hat ( which I wore for around 5 years prior to joining ICANN), I can tell you that folks from our region have barely been part of the ICANN process. While attending ICANN meetings, you come across the same old faces from the region, and when participating in the proceedings of working groups, you will find the same usual names, too. A handful of folks from the region cannot initiate a change, but 10s or even 100s of active members can.

If we want to make this transition as satisfactory as possible, everyone has to play their role. One hand cannot clap, but two hands can.
