يسرنا وضع النشرة العربية الشهرية الرابعة (يناير ٢٠١٥) التي تعنى
بالمقتراحات المتعلقه بوضع سياسات رايب ان سي سي(RIPE Policy
Proposal) بتصرفكم، حيث ندعوكم للمشاركة الفعالة في مناقشة اي من هذه
المقترحات وابداء رايكم وارسال تعليقاتكم باللغة الانكليزية على
القوائم البريدية ذات الصلة.<br>

نود ان نشكر الاصدقاء والزملاء على اقتراحتهم لتطوير هذه النشره، حيث
عمدنا الى ادراج بعض المعلومات الاضافية والروابط حول تأثيرات
وانعكاسات هذه المقترحات. للتذكير، هذه السياسات توضع وتعدل بما
يتماشى مع عملية تطوير السياسات المطبقة في رايب ان سي سي (RIPE
Policy Development Process – PDP). ويمكن لاي شخص تقديم اقتراح
تعديل سياسة معينة حيث ترسل هذه المقترحات على العنواين المذكورة لكل
مقترح ليتسلمها فريق عمل رايب ان سي سي ذالت الصلة وينشرها لتكون
مفتوحة بعد ذلك للمناقشة امام الجميع.<br>

<u><i><b>Policy Proposal 2014-03, “Remove Multihoming Requirement
for AS Number Assignments”</b></i></u><br>
هذا المقترح يهدف الى تسهيل عملية طلب رقم النظام الذاتي (AS number)
عبر ازالة تقييم الحاجة، وتخصيص ١٠٠٠ رقم نظام ذاتي لكل مؤسسة كحد
اقصى، ووضع مركزية متعددة (multihomed) للارقام ذات ١٦ بت (16 bit)
بعد ٩ شهور من وضعهم في الخدمة.<br>
الوضع الحالي للمقترح: مرحلة المراجعة، مفتوح للمناقشة لغاية ٢٢

يهدف هذا المقترح بالسماح بنقل التخصيصات من ارقام الانترنت (IP) بين
مسجلي الانترنت الاقليميين, حيث يجب على طالب نقل هذة التخصيصات
تطبيق سياسات الاحتياجات مع تقديم خطة استخدام ٥٠ ٪ من هذه الارقام
للخمس سنوات القادمة.<br>

هذا المقترح الى تسهيل الحصول على تخصيص (IPv6).<br>

Here is January’s monthly update on current RIPE Policy Proposals.
Based on the feedback we received, we have adjusted the style of the
update to make it more informative.<br>

First, we will present proposals where discussion is open and we
invite you to participate on the proposal discussions. <br>
We have also included some information from the impact analyses. The
RIPE NCC publishes these analysis when a proposal enters the Review
Phase, which explains the likely effects the proposal would have if
it were to be implemented. <br>

If you wish to respond to a proposal, please do so in English, on
the relevant RIPE Working Group mailing list.<br>

<b>RIPE Policy Proposals Open for Discussion</b><br>

</b></i></u><u><i><b>2014-03, “Remove Multihoming Requirement
for AS Number Assignments”</b></i></u><br>
This proposal aims to ease the requirements when requesting an
Autonomous System (AS) Number. It is proposed to remove the need
evaluation, limit the amount of AS Numbers per organization to 1000
and require that 16-bit AS Numbers are multihomed after 9 months.<br>
The RIPE NCC impact analysis states (among other things) that it
will be the End User that decides if the need for the AS Number is
technically reasonable. <br>

<u><i><b>2014-05, “Policy for Inter-RIR Transfers of Internet
Resources”</b></i></u><br>
This proposal aims to allow the global transfer of Internet
resources. For transfers to the RIPE NCC service region from RIRs
that require needs-based policies, recipients must provide the RIPE
NCC with a plan for the use of at least 50% of the transferred
resources within five years.<br>
The RIPE NCC impact analysis states (among other things) that the
RIRs ARIN (North America) and APNIC (Asia-Pacific) have confirmed
that the proposed text is compatible with their transfer policies.
Currently, the proposed inter-RIR transfer policy would apply to
IPv4 PA allocations, IPv4 PI assignments and legacy resources.<br>

declared and the purpose of this final phase is to give the
community the final opportunity to present well-justified objections
in case anyone want to oppose the proposal.<br>

<u><i><b>2014-04, “Removing IPv6 Requirement for Receiving Space
from the Final /8”</b></i></u><br>
Currently, in order to receive a final /22 IPv4 allocation from the
RIPE NCC, Local Internet Registries (LIRs) must have an allocation
of IPv6 address space in the RIPE NCC service region. This proposal
aims to remove this requirement.<br>
