Well, _adjacent_ to one of them, or in a building which they don't 
control.  Building-owner monopolies can be just as annoying and difficult 
to deal with as carrier monopolies.

So typically what you see is a cluster of adjacent buildings, where people 
can run fiber between buildings with only a low one-time expense, and 
competition between the buildings for tenants.  As long as there's enough 
free fiber between buildings, you have a liquid market.
