[menog] IPv4 post depletion -> 1024 addresses only per operator

An new policy shows that RIPE will assign only one /22 block (i.e. 1024 addresses) of v4 addresses per operator after the IANA IPv4 depletion. This will be the final v4 allocation for the operator.

This will happen when the final RIPE /8 block is being used for allocations, so expect this policy to take effect sometime this year.
