*Suggestion. Is there a way to show the substance of your message first and push the other text you currently have as an introduction to the last part of your email?
Your mails look like the monthly e-list updates. The substance may want to be “up front” in the first 15 lines of text that the reader sees.
*This is what I see first:

Thanks for your email.
Unfortunately ISOC has a sanction against Iranian people and we haven't
been chosen for this fellowship program since the first announce.
I think this decision is against all of their goals.
And as you know, they don't allow Iranian to open a chapter for their
country.
