Yes you can XC as normal, its carrier neutral.

However, there are artificial measures in place to prevent you moving
capacity thats international into domestic without paying the proper
tariffs. I'm not clear on all ways this is being carried out and I think
its evolved over time too but certainly you can expect it to be built into
pricing.

The local Equinix team are probably the best ones to ask if you want to get
proper in depth detail, but if you just want to procure capacity, the
carrier will figure it out for you.
