[menog] IXP Self Assessment Tool

Dear IXP operators,

The Internet Society has developed a tool to help IXP operators to assess
their development stage, and eventually help them elaborate a growth plan.
The "IXP Self Assessment Tool", is designed as a survey with several
questions (technical and non-technical).
